... China, with a population of 1.3 billion people, is the world's most populous country. It also has the world's biggest, if far from the best, armed forces, with over 2.2 million personnel in its active-duty ranks (800,000 more than the United States), as well as the world's second-largest--and fastest-growing--defense budget. Its underlying economic power is rapidly expanding, too. Although most Chinese people remain poor (average per capita income, at $5,600, is lower than in the Dominican R
